The Ghana Business Enabling Environment Programme looks to improve Ghana’s Doing Business rankings and deliver cost savings for businesses by supporting reforms in ten areas. The programme originally focused on reforms in paying taxes, business licenses, and commercial courts.

Cynosure leads monitoring and evaluation efforts for the Ghana Business Enabling Environment Programme (BEEP), part of the Business Environment Reform Facility (BERF).

We researched and designed a survey of the costs of regulatory compliance in three areas for a representative survey of local businesses using quasi-experimental methodology and managed a local team collecting the data.

We also wrote a learning and evidence note on experiences of applying compliance cost methodology for other DFID Business Environment Reform (BER) programmes.

Cynosure led a Training Needs Analysis of the Business Regulatory Reform Unit (BRRU) with regards to BEEP programme objectives and provided a set of recommendations to upskill the team and map out a competency-based org chart. Recommendations were all approved by DFID and BRR Unit.

We also supported the project completion report write up for the Commercial Court Component.
