Responsibilities include the design of the evaluation framework, research tools and instruments, management of data collection, and analysis and presentation of results.

At baseline, Cynosure managed a team of field researchers to collect data from a representative sample of Teacher Education colleges, government education offices, and focus groups with parents, teachers, TVET, and universities across ten states and regions of Myanmar.
